Duties
Typical work assignments include:
Initiate, develop, and recommend contracting procedures for the guidance and control of subordinate contracting activities throughout the department.
Conduct complete and comprehensive review of procurement requirement packages for compliance with procurement laws, regulations, policies, and procedures.
Perform the full range of contract administration actions investigation and resolution of contractor delays, contractor performance appraisal, surveillance and invoice processing.
Advise on all phases of contract planning and execution with the Contract Specialist/Contracting Officer.
Identify potential areas of difficulties, including cost overruns and need for future funding requirements.
Develop and maintain systems evaluating and monitoring contractual performance related to areas as delivery, cost effective use of government-furnished property, quality of products, and services rendered.
Evaluate and recommend disposition of waivers to statutory and regulatory requirements.
Research, analyze, and render decisions on complex procurement issues.
Direct the training of technical personnel to improve acquisition practices.
Provide direction and advice to managers regarding planning, contractual strategy, and execution of their acquisition programs.
Oversee the administration of functional contracts, involved in resolution of the more intricate or complex problems.
Advise management on their acquisition related roles and the development and implementation of strategies needed to ensure available supplies and services are meeting mission requirements.
Develop performance work statements and other contract documentation, for various types of contract and other procurement actions.
Develop, write, review or edit reports, correspondence, or acquisition terms and conditions.
Develop procurement support documentation.
Initiate, develop, and implement policies and procedures for the guidance and control of division activities in procurement matters.
Resolve critical problems, develop new approaches for use by other contract specialists, or for use in planning, negotiating, awarding, administering, and/or settling the termination of major procurements.
Evaluate proposals, audits reports, and regulations.
Research, interpret, and apply the Federal Acquisition Regulation.
Analyze customer requests ,formulate and propose new contract requirements which best fit customers' needs to accomplish the mission.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required or experience for the respective grade level in which you are applying.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Managing the full range of contracting/procurement functions, in order to assist the Contracting Officer in executing and managing the source selection process, negotiation, and award of federal contracts; and
Reviewing, analyzing, and recommending contracting procedures or policy revisions to address a variety of procurement matters; and
Developing and maintaining systems for the evaluation and monitoring of contractual performance; and
Conducting briefings, preparing point papers to communicate technical information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
