Duties

****RESUMES MUST BE SUBMITTED IN PDF FORMAT TO BE CONSIDERED**** Exercises supervisory personnel management responsibilities at least 25% of the time. Delivers presentations on acquisition program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands. Represents the program office at higher levels within the organization and contractor organizations. Serve as spokesperson for assigned programs in major program reviews, inspections, conferences, and other programs evaluations and events. Integrate Airframe resources requirements with multi-year acquisition and support plans to develop, coordinate, and submit Airframe and other supporting budget inputs in coordination with the Vehicle Systems (VS) Business and Financial representative. Evaluate the impact of new resource requirements to include budget reductions or increases and analyzes any changes that have an impact on VS and develop responsive and effective changes in VS plan and strategies. Direct the development of comprehensive Airframe program plans for assigned efforts to ensure fulfillment of requirements, fiscal adequacy, and planned progress. Assure that all Airframe planning is fully integrated with the overall VS team effort and that of other participating Services and agencies. Provide continuing liaison with other functions throughout the F-35 Enterprise as well as military services (including Partner Nations and FMS customers), government, professional, and industry organizations in order to maintain an accurate and current status of the AV PMO. Ensure program participants, both government and contractor organizations keep the PMO Director, VS and other program personnel advised of the status and progress of work efforts under the incumbent's cognizance. Synthesize critical Airframe Program Management issues, documentation, and relevant information to support reviews and decisions. Perform other duties as assigned by the Airframe Program Management Lead, Airframe Team Lead, Aircraft and Pilot Systems Branch Chief, or other senior AV PMO officials. Perform deliverables as required by the Airframe Program Management Lead, Airframe Lead, Aircraft and Pilot Systems Materiel Leader, or Air Vehicle PMO senior leaders

Qualifications

The incumbent serves as the Airframe Program Manager to address Engineering change Proposal Integration Contract (EPIC), Aircraft Battle Damage Repair (ABDR) and Sustainment efforts in support of the Airframe Team Lead within the Air Vehicle Program Management Office (PMO) F-35 Lightning II Joint Strike Fighter Program. The mission of the AV PMO is to develop, produce, and sustain all three air vehicle variants cheaper, faster, and better than planned in support of the JSFPO. The Airframe team is responsible for all structural components, materials and processing, strength, and service life of the Air Vehicle, including the Aircraft Structural Integrity Program (ASIP) and Aircraft Battle Damage Repair (ABDR). The incumbent is responsible to assist the Airframe Team in providing leadership and management of cost, schedule, performance, and risk of the Airframe portfolio of programs and projects. The incumbent supports this effort by managing the contracting and contract execution of programs with the F-35 prime and coordinating between AV and other product teams, the prime contractor, and such sub-contractors as necessary. Leads, manages, direst or is responsible for acquisition activities either directly, or in support of DoD funded acquisition efforts. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days, at least (1) year of specialized experience at the NH-03, GS-13 or equivalent in other pay systems. Examples of specialized experience includes working with policies, practices, regulations, and laws concerning the acquisition management process and initiatives; mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: Four-Year college degree in business management or related field Four years of Acquisition (ACQ) Program Manager (PM) experience in a DoD acquisitions program office managing cost, schedule, and performance DAWIA Program Management Practitioner certification Background working within large and complex organization General knowledge of the principles, policies, and practices of Department of Defense (DOD) systems acquisition and program management. Analytical ability for evaluating causes and effects of design, production, and developing workable alternatives to development, procurement, production, and reporting of deficiencies Knowledge and effective use of a variety of written and oral communication formats and techniques - Desired Master's degree (technical degree such as MS in Aerospace engineering is preferred, MBA or equivalent also desired to supplement technical BS or MS) DAWIA Program Management Advanced certification Broad knowledge of the principles, policies, and practices of DOD systems acquisition and program management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
