This position is located in the Office of Local Defense Community Cooperation (OLDCC) Headquarters Office in Arlington, VA. OLDCC is a Department of Defense (DoD) Field Activity or Component reporting to the Under Secretary of Defense (Acquisition and Sustainment), through the Assistant Secretary of Defense (Energy, Installations and Environment).

Incumbents typical work assignments may include the following:
Frequently plans, organizes, and represents OLDCC and the DoD at conferences, meetings, working groups, field visits, etc. at the local, state, and federal levels, including dealing with the media, members of Congress and their staff, governors, local elected leaders, labor unions and other interested citizen groups on weekly basis.
Oversees the evaluation of local capacities to plan and carry out environmental compliance for adjustment strategies and other grant projects, identifying and advocating for consideration of environmental effects for a program of assistance to ensure the local community can adequately plan to address local economic impacts, develop consensus strategies and sustainable plans, carry-out strategies, and appropriately comply with federal environmental laws.
Communicates with senior officials at the Department, program, and project level via complex presentations, written products, technical reports, project plans, policies, standards, regulations, and other written and oral products. Prepares and coordinates letters, plans, strategies, reports, studies, and analyses on specific problems for use in policy and action plan development and as guidance for DoD and other Federal officials, state and local leaders, private sector groups, and members of Congress.
Identifies and secures resources to implement National Environmental Policy Act (NEPA) compliance for OLDCC adjustment strategies or innovative projects.
Oversees the development and implementation of environmental review policies and efficient environmental review tools and processes, to include imaginative and effective solutions to complex projects with varied environmental effect considerations.

This vacancy is a career ladder position; it may be filled at the GS-14/15level. If selected at the lower grade level, noncompetitive promotion up to the full performance level GS-15 is authorized without further competition when selectee is eligible & recommended by management.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) Carrying out program policies and activities to ensure compliance with environmental laws, regulations and policies regarding the National Environmental Policy Act (NEPA) ) and mission objectives; 2) Preparing and coordinating environmental analysis and documentation (e.g. technical reports, permit applications, and final environmental determinations and findings) related to environmental plans and projects for communities; and, 3) Preparing and presenting complex presentations such as written products, technical reports, project plans, policies, standards, regulations, and other written and oral products.
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) Developing and directing program policies and activities to ensure compliance with environmental laws, regulations and policies regarding the National Environmental Policy Act (NEPA) and mission objectives; 2) Managing the review, preparation, and coordination of environmental analysis and documentation (e.g. technical reports, permit applications, and final environmental determinations and findings) related to environmental plans and projects for communities; 3) Managing the preparation and presentation of complex presentations such as written products, technical reports, project plans, policies, standards, regulations, and other written and oral products; and, 4) Leading engagements involving multiple external stakeholder (e.g. community/state environmental staff, general counsel, and other Federal agencies) in order to coordinate legal sufficiency and/or avoid or rectify project non-compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
