You will serve as a SUPV HR SPEC (RECRUITMENT & PLACEMENT/CLASSIFICATION) in the Human Resources Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will provide services in the areas of recruitment and staffing, compensation, and classification/workforce analysis.
You will assists managers in developing staffing plans, generates statistical data to identify potential gaps (e.g., potential retirements, separations due to terminations of appointments, etc.)
You will coordinate with EEO and other HR functional areas to provide seamless advisory services to managers.
You will be a senior expert on recruitment and placement and classification for the entire NCIS organization, CONUS and OCONUS.
You will provide expert advice and guidance to program managers, supervisors and HR Specialists on a variety of complex and controversial staffing issues.
You will conduct formal position management studies, which involve reviewing organization and organizational structures.
You will classify all levels of NCIS positions in accordance with the Office of Personnel Management (OPM) and/or Department of Defense (DoD) Position classification Standards, by conducting position analyses.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing interpretation and application of staffing policies and strategies pertaining to recruitment methods and practices or providing advice about pay requirements and flexibility; or conducting merit promotion staffing functions; or advising on position management and classification.
