Notice of Result letters will not be sent to applicants who respond to this flyer. Position is in the RDTEN Branch, (SEA 011) of the Comptroller Directorate (SEA 01).

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate the budget and cost estimates, including presenting and defending budget estimates, review and evaluate budget requests, control, and reporting of obligations and expenditures. You will analyze and recommend cost and benefits of alternative methods of financial management of organization's programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will interpret, assess, and project the potential impact of new and revised Congressional legislation. You will utilize financial management systems and interpret data to make recommendations. You will review and submit Mid-Year Information Sheets and Expenditures Phasing Plans to FMB. You will review and submit RDTEN budget exhibits in RDTEN Budget Justification Documents (RDOCs) to FMB during each of the budget cycles. You will provide RDTEN financial subject matter expertise to the NAVSEA financial community.

• You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector.
