You will serve as a MANAGEMENT & PROGRAM ANALYST in the Maintenance Planning Branch, Availability Planning Division of CARRIER PLANNING ACTIVITY.
Duties
You will produce the BAWP and submits to the TYCOM for planning and execution of the CNO availability and continuous maintenance availabilities.
You will maintain and review AWP data along with ship’s departure report and inputs from TYCOM’s completion AWP by C+30 days: Updates the CMP maintenance history database using completion AWP data, including financial and material history.
You will provide continuous feedback /data on aircraft carrier, to other CPA Codes concerning CMP requirements and costs, modernization efforts, reactor plant maintenance and modernization input, deferred maintenance, and services.
You will administer and maintain a formal process for deferral, scope change or cancellation request for any item contained in the BAWP.
You will maintain a working level knowledge of all shipboard nuclear and non-nuclear systems installed on the aircraft carrier, their relationship to the other systems and agencies that provide technical support for these systems.
You will monitor all BAWP Job Control Numbers (JCNs) issued for TYCOM screening and brokering, and their disposition via the Final Disposition Report (FDR) and the end of the maintenance cycle / availability
You will coordinate the adjudication of all FDR discrepancies with Shipyard Project Team, TYCOM staff, Carrier Planning Activity (CPA) technical personnel, and assigned NAVSEA Technical Warrant Holders (TWHs).
You will prepare tasking documents, coordinate project, negotiate due dates, and review products of farm-out engineering services products.
You will attend Executability Assessment briefs, A-12 Conference and post-availability hot washes for assigned ship virtually / in person as appropriate.
You will work with Modernization Branch SLCMs for the addition of modernization JCNs to active BAWPs when all maturity criteria have been met.
You will provide periodic reports to supervisor on status of assignments, including milestones accomplished, budget expenditures, planned work, and potential project obstacles.
You will represent Carrier Planning Activity (CPA) in discussions, conferences, and liaison with other activities, both government and private.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "analyzing life cycle programs to ensure planning requirements are met in the maintenance or modernization of surface ships."
