The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle.

Duties

Develops, implements and controls contractual, financial and technical aspects of a project/ program through designed phases of the acquisition cycle. Plans, organizes, directs and coordinates activities of functional specialist including contracting, engineering, manufacturing, program control, data management, test and logistics. Reviews and directs the progress of contractors in meeting program objectives. Represents the organization at executive levels within the Government and to contractor/ industry representatives. Prepares. presents, defends and interpret staff studies to the Program Director and/or to other management officials. Additional Info related to position. The F-35 Joint Program Office Weapons Integration Program Manager provides program management leadership and oversight for the Air Vehicle Missions Systems Division's Weapons Branch in the areas of program management, test planning and execution, and contract oversight in the areas of F-35 weapons integration. The individual will oversee the management of all capabilities and integration efforts of weapons on the F-35 aircraft. They will manage contractual execution, balance constrained resources, and ensure timely integration of weapons onto the platform. This effort will require coordination across multiple PEO (JSF) directorates and Air Vehicle Mission Systems branches. This individual is responsible for and must maintain communication and full insight into all aspects of weapons integration onto the platform, interfacing with the weapons program offices and vendors, Lockheed Martin, and armament equipment suppliers. Responsible for cost, schedule, performance and delivery of advanced weapons system capabilities. Responsible for contracting strategy, execution, and coordination to obligate and execute funds allocated to programs through the Future Years Defense Program. Manages risk and directs resources to mitigate impacts to cost, schedule, and performance. Coordinates program status and planning with Capability MLs, Branch Chiefs, Team Leads, Deputy Directors, and AVMS Director), external program offices, and US Service components. Ability to devise new concepts and theories to resolve difficult problems. Communicates at all levels and reports out to leadership. Manages, supervises, and coordinates work of direct support and functional subordinates. Establishes objectives for work to be accomplished and sets priorities and critical schedules for completion of work. Evaluates performance. Preferred Experience/ Info Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook. Demonstrate exceptional written and verbal communication skills. Knowledge of the principles, policies, and practices of system acquisition and systems engineering required to plan, organize, and manage critical aspects of the development, production, and deployment of systems, subsystems, and equipment. Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management. Position requires the ability to draft clear, concise reports (often dealing with highly complex technical issues) in order to maintain effective working relationships, and to provide technical guidance and briefings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Must have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience at the next lower grade, (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as achieving, demonstrating, and maintaining the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements; taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; possessing an operational understanding of organizational goals and priorities and fully complying with administrative policies, regulations and procedures when performing job operations; and monitoring and influencing cost parameters of work, tasks, and projects, ensuring an optimum balance between cost and value. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
