In this position you will serve as the Chief of Contracts Management Flight for the 96th Test Systems Squadron, whose mission is to provide exemplary business services and resources to enable and support the 96th Range Group's Research, Development, Test.

Oversees execution and management of multiple major contracts/programs that provide services and products to enable and support Test & Evaluation missions
Plans and oversees acquisition of new contracts/programs relevant to the Test & Evaluation mission
Serves as focal point for collaborating across multifunctional teams including program management, systems engineering, contracting, financial management, logistics and sustainment, and others as required
Exercises supervisory responsibilities over two sections/elements and approximately 13 personnel
Manages the Civilian Recognition program
Delivers presentations on program status to leadership, including, accomplishments, solutions, and future requirements for support

- Employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position.
- Incumbent annually must file OGE Form 450, Confidential Financial Disclosure Report, and Department of Defense Personnel.
- This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is test and evaluate state-of-the-art weapon systems, provide quality installation and mission support, and serve as responsible stewards of our resources to deliver war-winning capabilities. Plans and evaluates work performance accomplished by subordinates. Interviews candidates for positions. Hears and resolves complaints from employees. Develops performance standards. Leads, manages, directs, or is responsible for activities.
Desired Skills: 2 years of acquisition program management experience desired. 2 years of experience with contract management and stakeholder engagement desired. 2 years of experience at First-Level Supervisor level desired.
RECRUITMENT KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
