The primary purpose of this position is to serve as Capability Area Planner (CAP) responsible for developing strategic methodologies and posturing information to guide RW in near, mid- and long-term activities to meet DAF operational needs.

Duties

Develops goals and objectives that integrate organization and acquisition management objectives. Captures Joint warfighter capability demand signals, identifies common themes, and condenses those demand signals to those applicable to the RW mission. Aids Chief Scientist, Chief Engineer, and product division leadership to identify/predict technology gaps/needed technical competencies. Maintains familiarity with the RW portfolio, and proactively engages with program managers and principal investigators to support S&T activities aligned with strategic direction and RW priorities. Interfaces with HQ AFRL, other AFRL Technical Directorates and/or Mission Organizations, AFLCMC/EB, MAJCOMs, and DAF/HAF/CSO staffs to identify, define, prioritize, and predict weapons investments.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of the announcement, of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized experience is experience that includes developing strategies and objectives to meet mid- and long-term operational needs, perform a broad range of activities that requires substantial analysis and organizational problem solving, and directly supports processes to enable strategic decisions in a dynamic environment including modeling, simulation, and analysis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Performs duties across a broad range of activities that require substantial depth of analysis and organizational problem solving skills. Implements or recommends decisions which significantly impact agency policies/programs. Resolves critical problems or develops new theories for work products or services which affect the work of other experts, the development of major aspects of business management programs or missions, or impacts a large number of people Influences consensus among management officials within AFRL, AF, and in other agencies and organizations to accept ideas and implement recommendations designed to improve effectiveness of major programs and policies. Works jointly with customers to identify highly complex, sensitive, or controversial problems and develop strategies for effective resolution. Effectively seeks out and capitalizes on opportunities for the work unit to achieve significant results that support organizational goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
