This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the PROGRAM MANAGER (ASSISTANT PROGRAM MANAGER ACQUISITION) is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO I2S (6MF) PDM Network Integration and Modernization DIVISION Located in APG, MD.
Duties
Directs effective utilization of project resources.
Maintains direct channel communications with system users and the user community.
Serves as authoritative consultant and speaks for the Product Manager at all levels.
Develops plans for accomplishment of assigned projects.
Establishes priorities, maintains and controls all project milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to mitigate risks.
Manages the cost, schedule and performance of the assigned program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year trial/probationary period may be required.
- Temporary duty (TDY) travel may be required up to 25% of the time.
- Incumbent must be able to obtain and maintain a Secret clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.

Specialized Experience: One year of specialized experience which includes: 11) Managing cost, schedule, performance and supportability of projects, programs and products as they transition through the acquisition life cycle; 2) Identifying and resolving complex issues related to the functional resources for an organization; and, 3) Engaging with users and externals stakeholders to incorporate feedback into future product improvements.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
