About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Army Field Support Center, Human Resources Activity, MICECP. Serves as the Supervisory Program Manager for Civilian Human Resources providing administrative and technical supervision to the HR staff.

Duties

Provide expertise concerning a comprehensive HR program, including position classification, staffing and placement, DCIPS performance management and recognition, employee development, employee relations, and benefits programs. Apply expert knowledge of HR policy, laws, guidance, and regulations to provide authoritative advice and recommendations in managing and supporting worldwide staffing and recruiting activities. Serve as staff advisor and provide oversight for the civilian human resources management program planning, evaluating, and inspection effort of the command. Advise command, AFSC and MICECP program leadership, and subordinate commanders and staff heads on civilian human resources programs, policies, processes, and practices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • All INSCOM employees may be subject to extended temporary duty (TDY) or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • May be required to perform TDY of at least 20% of the time and may be subject to extended TDY.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesPersonnel and Human ResourcesProgram Management Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
