Duties
Senior attorney and legal expert in the Accounting and Commercial Law (ACL) Directorate responsible for providing accurate legal analysis and advice regarding legal issues such as fiscal and contract law and regulation and policy issues.
Conducts research, analyzes findings, and applies pertinent statutes, judicial decisions, administrative regulations and decisions, and agreements, as well as original legal reasoning, to the solution of very complex ACL matters.
Monitors proposed legislation and other congressional activities and furnishes formal or informal comments to the DFAS General Counsel, to the DFAS Director, to the DoD Office of General Counsel, or to the lead agency for the legislation in question.
Knows and applies standard and commonly accepted governmental accounting concepts to legal review of agency-wide accounting and auditing programs and new initiatives of DFAS and DoD management.
Writes briefings, creates courses, and provides training on legal areas within ACL's portfolio, and creates courses and trains DFAS and other governmental personnel assigned to give such briefings themselves.

Qualifications
GS-15 Qualifications: Assignments require the first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
Attorneys performing duties at the GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters.
