Duties
Provide accurate legal analysis and advice regarding highly complex, difficult and precedent setting legal issues arising in the areas of military, civilian, and retired, and annuity pay.
Provide legal basis for agency and DoD pay entitlement policy in areas, such as , survivor benefits, unpaid compensation, survivor basic allowances for housing; and entitlements of wounded warriors and family members and employment compensation.
Advise Managers at all levels and provide training on subjects related to Military and Civilian Pay law practice to clients.
Conduct in-depth research, analyze findings, and apply pertinent statutes, judicial decisions, and regulations to legal opinions.
Provide legal solutions to complex Military and Civilian Pay matters that take into consideration the strategic objectives, goals and business alternatives of the Agency and DoD.
Monitor proposed legislation and other congressional activities to furnish formal/informal comments to DFAS General Counsel and Principal Deputy General Counsel, DFAS Director, or DoD OGC on legislative proposals affecting Military/Civilian Pay Law.

Qualifications
GS-15 Qualifications: Assignments require the first professional law degree (LL.B. or J.D.) and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
Attorneys performing duties at the GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters.
