About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Charlottesville, VA 22911.
Duties
Serves as a Missile Systems Engineer within the missile modeling team responsible for creating computer-generated threat representative and predictive weapon/missile characteristics and performance models.
Reviews, exploits, analyzes, and makes engineering judgments based on collected data to develop models and simulations using computer aided design and engineering software
Works as part of a modeling team with support from branch technical analysts to develop threat representative trajectory models that accurately model known or estimated system behavior for customers requiring high fidelity models.
Utilizes engineering principles and all-source analysis to identify or estimate the characteristics and performance of current and forecasted indirect-fire systems/munitions as well as evaluate their strengths and weaknesses.
Proactively coordinates, monitors, and integrates current intelligence data to ensure timely, comprehensive and accurate modeling output.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

THIS IS A DEVELOPMENTAL POSITION HIRING AT THE GG-07 or GG-09 LEVEL ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE GG-13 LEVEL. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.
NOTE: Current Department of Army employees at the full performance level of this series will be excluded for consideration for this position.

GG-07 : One year of specialized experience equivalent to at least the GG/GS-05 grade level in the Federal service which includes experience in the ability to evaluate and analyze technical data and reporting and apply sound engineering judgments to identify and estimate aerospace airframe and system configuration designs. Applies collected data and analysis to create models using computer aided design and engineering software to evaluate system capabilities and performance.
GG-9: One year of specialized experience equivalent to at least the GG/GS-07 grade level in the Federal service which includes experience in the ability to conduct targeted research, apply conventional engineering, scientific, or technical measurement and evaluation processes to evaluate and analyze technical data and reporting. Create models and run simulations using computer aided design and engineering software to evaluate system capabilities and performance.
