About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Signatures Division, Charlottesville, VA.

Duties

Supervisor of the NGIC Applied Remote Sensing (NARS) Test and Evaluation Group. Defines critical GEOINT issues and establishes the framework and concept of approach to test and develop remote sensing capabilities in support of ground forces intelligence requirements. Designs and organizes the suite of required scientific and technical instrumentation to perform remote sensing ground-truthing capabilities for Army ground forces intelligence requirements. Writes and publishes tests plans; coordinates deployment of equipment and instrumentation; directs ground-truth operations, configures test arrays; coordinates aerial and space-based collection in support of ground-truth requirements. Directs the lab and field collection of high-fidelity signatures for ground forces intelligence requirements. Leads processing of raw and calibrated data and disseminates to respective Army and intelligence community customers and repositories.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

One year of specialized experience equivalent to the GG/GS-13 grade level in the Federal service which includes experience with conducting Scientific and Technical Intelligence (S&TI) using remote sensing and GEOSPATIAL Intelligence (GEOINT) technologies; or experience in evolving or developing remote sensing methods techniques and processes in order to address or experience with conducting GEOINT Processing, Exploitation and Dissemination (PED) for scientific and technical intelligence problems sets; or experience in addressing or solving complex scientific and technical problems.
