About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, A2AD Division, Charlottesville, Va 22911.
Duties
Senior Scientific and Technical Intelligence (S and TI) Analyst. Recognized expert for the collection, analysis and production process related to the coordination and prioritization of TECHSIGINT and Electronic Warfare Integrated Reprogramming;
intelligence production of radar and non-communication emitter signals characterizations.
Conducts research and analysis of critical foreign military systems, operations, capabilities, and trends to support all-source intelligence and threat production.
Consults with customer and/or Division analysts to define the scope of very complex signals analysis projects.
Develops and applies new analytical methods to improve signals analysis results.
Carries out innovative experimental and investigative work to design more efficient techniques for dealing with typical signals analysis problem areas.
Provides technical advice and guidance on signals analysis principles and methods to Division analysts.
Assists staff in selecting most effective analytical methods and in combining individual analytical techniques to achieve best solution to signals analysis projects.
Represents NGIC as the principal point of contact for signals analysis for exploitation of future and proposed collection Platforms.
Provides expert technical advice and assistance on assigned functions to division staff and to managers through the chain of command.
Serves as a project leader, action officer and/or Contract Officer Representative on complex research studies and/or contract analytical support that include project management (analysis and resources).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

In order to qualify, you must meet the experience requirements described below. One year of specialized experience equivalent to at least the GG/GS-13 grade level in the Federal service which includes experience applying knowledge of the principles, concepts, and techniques of a complex Science and Technology (S&T) intelligence subject area to produce targeted S&T intelligence projects utilizing innovative analytical methods.
