About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Signatures Division, Charlottesville, VA 22911.

Duties

Serves as the NGIC Applied Remote Sensing (NARS) OPIR Team Chief. Defines critical GEOINT issues and establishes the framework and concept of approach to develop Overhead Persistent Infrared (OPIR) remote sensing and imagery science capabilities in support of ground forces intelligence requirements. Designs and develops the methods, techniques, and processes to operationalize OPIR tools and capabilities for GEOINT analysis and production elements. Integrates imagery science capabilities with supported GEOINT elements and their architecture. Integrates and participates in OPIR tests and evaluations, including ground-truthing, to develop OPIR capabilities for ground forces intelligence requirements. Writes and publishes OPIR imagery science reports. Assembles and deploys mobile training teams to CONUS and OCONUS locations to train GEOINT analysts on newly developed OPIR imagery science capabilities and provides training on emerging intelligence requirements. Leads the processing of raw and calibrated data, vetting and validating OPIR data, and disseminates to respective Army and intelligence community customers and repositories.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
