This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation and Modernization. As an Equal Employment Manager (Resolution Program Manager), you will assist the EEO Officer in administering the Equal Employment Opportunity Program by providing continuing equal employment opportunity services to all managers and employees of all levels.
Duties
As an Equal Employment Manager (Resolution Program Manager), you will:
Serve as the principal advisor in the EEO office, performing preliminary counseling of employees expressing the desire to file complaints. Serve as a technical representative for Civil Rights and Equal Opportunity complaints.
Assign cases, monitor stringent deadlines, and approve when initial time limits should be extended.
Provide counselors guidance and assist in resolving individual complaints when appropriate; manage, create, coordinate, and conduct training and development of all EEO Counselors.
Manage the hiring process when new counselors are needed, keep the position descriptions updated, write vacancies and notice of opportunities, post positions and conduct interviews and selection process.
Consult with and advise individuals and all levels of management officials on EEO issues, questions, and EEO programs. The purpose and extent of each contact is different, varying on the issues, but often involve adversarial relationships between managers and employees.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience for the GS-13 is one year of experience at the GS-12 level or equivalent, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes all of the following;
- Assigns cases, monitors stringent deadlines, and approves when initial time limits should be extended; AND
- Provides advice and assistance to the EEO Counselors to resolve internal complaints and ensures timely processing of complaints in accordance with Fiscal Service policies and EEOC guidelines; AND
- Monitors complaints to ensure effective and efficient completion and takes action to expedite complaint processing as necessary; AND
- Coordinates complaint investigations and serves as the point of contact for all investigations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
