This position is located at the Bureau of Fiscal Service (Fiscal Service), Deputy Commissioner (Transformation & Modernization), Equal Employment Opportunity (EEO) Office, serving as the EEO Branch Manager, overseeing the development, administration, evaluation, and advisory functions of the Equal Employment Opportunity Office.
Duties
As an Equal Employment Manager (Branch Manager), you will:
- Plan, organize, directing, coordinate, and evaluate the activities of a staff dedicated to supporting EEO principles. The incumbent will lead organizational and cultural changes that support EEO through the development of EEO policy and innovative approaches. Direct and supervise the work of the EEO staff in the development, implementation, and oversight of office goals and initiatives.
- Plan, develop, administer, and provide operations oversight for the EEO Programs to ensure that management's needs are met on a timely basis and in an effective and efficient manner that strives to meet established government-wide timeframes. Ensure that all related decisions are consistent with applicable laws, regulations, standards, and directives.
- Ensure that the organization's strategic plan, mission, vision and values are communicated to the staff and integrated into the staff's strategies, goals, objectives, work plans, and work products and services.
- Continuously evaluate effectiveness of program operations. Work with management to plan, develop, and implement changes needed to correct deficiencies detected in these evaluations, and in other evaluations conducted by outside authorities.
- Prepare and revise relevant personnel directives and other instructions for the guidance of operating employees to inform them of their obligations in the different EEO areas. Assign and review subordinates' work products. Assess the capabilities and strengths of subordinates and ensuring that work is assigned based on organizational priorities, employee capabilities, and level of difficulty of the work.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
Specialized experience for the GS-14, is one year of experience at the GS-13 level or equivalent, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes all of the following;
- Manages three or more programs, monitors stringent deadlines, and approves when initial time limits should be extended; AND
- Provides advice and assistance to the EEO Program Employees to resolve internal program issues and ensures timely processing of programs in accordance with Fiscal Service policies and EEOC guidelines; AND
- Monitors programs to ensure effective and efficient completion and takes action to expedite processing as necessary.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
