WHAT IS THE LB&I (LARGE BUSINESS AND INTERNATIONAL) Senior Manager Readiness Program (SMRP)?

The Senior Management Readiness Program (SMRP) offers the opportunity for well qualified individuals the opportunity to receive structured professional development and experience. During the twenty four (24) month training and development program, all participants will be assigned a coach and attend leadership training classes and LBI functional training courses. In addition, candidates will receive at least one developmental acting assignment and participate in a variety of developmental activities. These developmental activities may include details and/or temporary promotions that exceed 120 days in duration, without further competition. The goal is to prepare you to compete for future senior manager positions. As a senior manager, you will be responsible for assigning, directing, and reviewing the work of subordinate managers and employees. In this role, you will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning and carrying out the training and development of managers and employees, evaluating work performance and in performing all other functions related to this level position. Generally, as a Senior Manager, you are a manager of managers and accountable to a Senior Executive Service Position, and are responsible for the overall effective operation of a program. While on acting assignments as a Senior Manager you may:
Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which are managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
Oversee the revision of long range plans, goals and objectives for the work directed.
Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
Manage organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.
Exercise discretionary authority to approve the allocation and distribution of funds in the organization's budget.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC QUALIFICATION REQUIREMENTS (Senior Management Readiness Program): This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation.
Current annual performance appraisal must be fully successful or higher AND
Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year AND
Must have at least one year of experience at the next lower grade / band of the frontline position.
Must be a current LB&I employee on a career/career conditional appointment.
TEMPORARY DEVELOPMENT ASSIGNMENT (PROMOTION) WHILE IN THE READINESS PROGRAM: To be qualified for a temporary development assignment (promotion) to a senior manager position, while in the readiness program, your experience should be sufficient to demonstrate:
Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight.
Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.
Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
AND
SPECIALIZED EXPERIENCE: IR-01LEVEL: To be minimally eligible/qualified for the readiness program you must have at least a fully successful or higher on your current annual performance appraisal and at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level pay-band or GS grade in the normal line of progression for a senior manager position.
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
