You will serve as a Financial Management Analyst in the Medium Landing Ship Program Office of PROGRAM EXECUTIVE OFFICE SHIPS.

Duties

You will analyze financial and earned value management data pulled from Cost Performance Reports (CPR), budget submission, production, acquisition and financial execution data to provide input to acquisition programs. You will prepare a variety of EVM/Cost/Schedule Performance, Cost Performance Reports (CPRs) and other related assessments using DOD and Navy financial and other specialized industry software systems. You will manage the assessment of accounting and financial requirements for ship and ship systems cost analysis. You will apply specialized knowledge of EVM techniques and knowledge of contract and post award procedures for complex cost and incentive type contracts to gather and evaluate contractor cost, schedule and technical performance You will execute a wide range of data collection, analysis and presentation functions in support of all phases of the Planning, Programming, Budgeting and Execution System (PPBES) dealing with Shipbuilding.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting financial management, accounting, and/or budgetary analysis to maintain the overall financial performance of obligations and expenditures to ensure funding documents and plans are executed and meet mission requirements.
