About the Position: As an analyst at an Army major command, performs administrative work requiring the application of accounting, budgeting and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements.
Duties
Perform value-added financial, accounting, or economic analysis to make informed decisions that better utilize resources and improve mission effectiveness.
Analyze, evaluate, and review budget and program issues, and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Prepare, review, and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

Specialized Experience: One year of specialized experience which includes 1) Analyzing and evaluating financial management policies and procedures in relation to accounting, budgeting, manpower, and financial systems; 2) Developing and providing training/assistance on resource management systems applications; and 3) Utilizing automated budget and accounting systems to prepare a wide variety of reports covering the status of funds, expenses, and obligations as required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
