About the Position: Serves as a Senior Financial Management Analyst and Team Lead performing a wide range of financial analytic and management functions within the Headquarters Army Materiel Command (HQAMC) Deputy Chief of Staff Resource Management (DCSRM) Program and Budget Division (PB).
Duties
Serve as the lead financial management analyst for integrating missions and program requirements and funding for the HQ Army Materiel Command (AMC) enterprise.
Performs a wide variety of administrative, technical and analytical duties pertaining to program and budget functions related activities during all phases of the Planning, Programming, Budgeting and Execution System.
Analyze, interpret, compile, and summarize Congressional/Office of Management Budget (OMB)/Department of Defense (DOD)/Army/ Command legislation, budget and program guidance.
Reviews, analyzes, edits, and consolidates data for incorporation into presentations and utilizations for Senior Leadership resource management decision making.
Develops and presents briefings and position/information papers to be used both internal and external to HQ AMC and the Army.
Ensure that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans and work products and services.
Responsible for drafting request for information responses, for input and coordination of assigned programs, and other actions related to assigned areas of responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up 25% of the time.
- This is a Financial Management Level 3 Certified position. Incumbent is required to obtain Financial Management Level 3 certification within 24 months of occupying the position.
- Position requires Tier 3, Secret Clearance.

Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: conduct analysis and review regarding problems of unprecedented nature; present concise reports and briefings for decision makers to make informed decisions; research, analyze, and interpret Legislation, Senate and House Committee reports, Office of Management and Budget (OMB), and Command policies and guidance to integrate resources and program data into the organization mission; utilize the Planning Programming and Budget Execution (PPBE) process as well as interface on the PPBE cycles, timelines, and databases to prepare budget justification statements; utilize a wide range of programs across multiple appropriations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
