ACC delivers contracting solutions in order to support the Army and unified land operations- anytime and anywhere. ACC enables Army readiness through global, expeditionary contracting support to warfighters.
Duties
Resolves critical financial management and/or Command support issues and guides cost analysis processes by enforcing policy and procedures throughout the command structure.
Improves financial performance by analyzing results, monitoring variances, identifying trends and recommending solutions.
Interprets and promulgates higher headquarters' resource management policy and guidance to subordinate organizations.
Serves as the single entry and exit point for all higher headquarters' financial program, policies, and process matters.
Provides oversight for interfacing financial applications to include Manager’s Internal Control Program, Contingency Operations Planning, Defense Travel System, Army Time and Attendance, Government Travel Card, and Defense Civilian Pay System.
Plans, schedules, and conducts a variety of business management projects and studies in support of the G8 and in collaboration with AMC and subordinate commands.
Performs as the Command lead for Financial Management Certification ensuring reporting to AMC and HQDA are accurate.
Analyzes existing policies and practices that may be incongruent with policies and practices, identifying inconsistencies and recommends practical solutions to the Director and Deputy.
Maintains continuous liaison with higher headquarters and DA to ensure policy changes, updates, and inconsistencies are resolved prior to recommending implementation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
- This position requires FINANCIAL MANAGEMENT CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Preparing estimates of annual funding needs, assuring that obligations and expenditures are in accordance with existing laws and regulations; 2) Preparing a variety of reports about the status of funds, expenses, and obligations for budget request; 3) Inputting budget data into financial accounting systems utilizing systems such as Enterprise Resource Planning and General Fund Enterprise Business System
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
