This position is located in the Financial Management Division, Strategy, Planning and Budget Office, Deputy CIO for Business Management and Planning, Bureau of Diplomatic Technology (DT/BMP/SPB/FMD), in the U.S. Department of State (DOS). FMD is responsible for the formulation, presentation and execution of the Bureau’s budget including the coordination of resource planning and the allocation and usage of funds within the Bureau.
Duties
Reviews budget plans and proposals submitted by assigned domestic and overseas organizations for completeness and accuracy before their submission to the Bureau of Budget and Planning.
Prepares comprehensive budget justifications and supporting materials for Division.
Provides expert comprehensive financial advisory services to operating officials regarding their day-to-day financial and program operations.
Monitors, reviews, and evaluates proposed, pending, and existing legislation covering a wide range of financial management functions to determine their impact on the assigned organizations.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in budget formulation, development, and execution of financial plans.
Experience in analyzing financial data, developing solutions, and presenting budget justifications.
Experience in advising and guiding management officials on budgetary matters.
There is no substitute of education for specialized experience for the GS-13 position.
