This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Observations (OBS), Surface and Upper Air Division (SUAD) with one vacancy.
Duties
Because of the level of interest anticipated for these positions, you will be asked to select up to five duty locations for which you wish to receive consideration. As an Acquisition Management Specialist, you will perform the following duties:
Leads, conducts or participates in developing an acquisition strategy that identifies the acquisition approach, including cost and risks.
Applies knowledge of the Federal Acquisition Regulation (FAR) throughout the federal acquisition life cycle, including pre-solicitation, solicitation, award, contract administration and management.
Develops technical and administrative requirements for small to large ($11M+) contracts required to support the mission and function of Surface and Upper Air Division (SUAD).
NOTE: These duties are at the full performance level of the GS-14; the GS-13 is developmental grade leading to such performance.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Providing technical support for the procurement of supplies, material, equipment or services for an organization;
Assist in the full range of acquisition management and procurement administrative functions to ensure regulatory compliance;
Participating in the development of processes and procedures for execution of acquisition activities; and
Tracking and monitoring of contract periods of performance and requirements.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
Supporting the procurement of supplies, material, equipment or services through formal contractual methods;
Conducting the full range of acquisition management and procurement administrative functions to ensure regulatory compliance;
Developing processes and procedures for execution of acquisition activities; and
Tracking and monitoring of contract periods of performance and requirements.
