As a New Business Manager, you will lead, manage, plan, and implement Marshall Space Flight Center's New Business activities in the Earth and Space Sciences, and other related enterprises important to Marshall. These activities encompass the proposal and new business life cycles, including identifying opportunities, proposal pre-formulation activities, formulation of draft project plans, technical proposal development, and the creation of presentations to senior leadership.

Duties

Serves as an expert consultant in new business planning, monitoring, and administering of scientific and engineering space flight missions and instrument project proposals of national or international significance. Provides insight to and authoritative decisions on the development and management of policies, procedures, and operational schedules necessary for implementation of new and on-going new business processes. Performs and facilitates pre-proposal planning, such as concept development, process integration, new contract needs, and implementation design for space flight projects, considering feasibility, cost, and performance. Initiates and guides project concept study efforts, defines areas of study, monitors study and review approaches, and evaluates study results for feasibility, timing, approach, and conclusions affecting overall systems. Formulates and negotiates agreements and plans for institutional resource support of new business and proposal activities. Develops proposal plans, negotiates budget and resource allocation, supports requirements design and modification, coordinates, and integrates project content, cost, schedule of products, deliverables, and services. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading or managing space flight or science project proposal formulation, such as identifying and integrating resources and partnering opportunities associated with new business opportunities across science or engineering disciplines, and ensuring traceability to agency science and exploration objectives; Identifying, engaging, influencing, and monitoring relationships with individuals and groups connected to new business opportunities; Facilitating discussions, negotiating conflicts, and reaching technical closure across science and engineering teams to develop and submit new business proposals for space flight or science missions.
