You will serve as a HUMAN RESOURCES SPECIALIST (LABOR AND EMPLOYEE RELATIONS) in the Human Capital Management Group, Labor and Employee Relations (LER) and Special Program Department of NAVAIRWARCENAC DIV.
The incumbent will provide consultancy services on a vast array of topics to all levels of management in one or more disciplines such as Labor Relations, Employee Relations, Performance Management, Special Programs, and Special Projects and Studies.
Duties
You will provide oversight of the Office of Worker's Compensation (OWCP) Program/Federal Employee's Compensation Act (FECA).
You will develop programs and processes to reduce OWCP costs by coordinating with employees, DOL, medical professionals, and supervisors to return employees to work as soon as medically possible.
You will serve as system administrator and Agency Maintenance User to maintain administrative function of the system.
You will develop, modify, and conduct presentations of basic and/or refresher training in work life programs.
You will assist supervisors in planning and carrying out Work-life projects to inform employees regarding Work-life programs regarding childcare, emergency back-up dependent care, employee assistance, and health and wellness promotion.
You will also assist supervisors in planning and carrying out Work-life projects regarding flexible work schedules, workplace flexibilities, caring for dependents/elderly relatives, financial support, recreation, and stress/health management.
You will assist management in establishing and maintaining a productive climate of employer-employee relationships within the NAWC.
You will implement standardized Workers Compensation procedures and processes governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities.
You will complete technical review, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
You will provide guidance/counsel to facility injury compensation coordinators, employees, manager/supervisors regarding their rights, responsibilities and requirements under FECA immediately following the first report of work-related injury/illness.
You will provide advisory services to all levels of management and serviced organizations on special work-life programs.
You will conduct and participate in efficiency projects/studies on HR processes and practices as well as recommend efficiency measures for implementation based on said studies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9/10 grade level or pay band (DA-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following
1) Assisting management in establishing and maintaining a productive climate of employer-employee relationships within an organization;
2) Advising management on labor relations, grievances, law, negotiations, and agreements;
3) Providing management with advice on employee related issues concerning conduct in the workplace to include providing advice and guidance on disciplinary processes and procedures as well as writing disciplinary letters such as Letters of Caution, Reprimands, Suspensions, and Removals;
4) Guiding management on handling employee job performance deficiencies to include providing advice and guidance on appropriate methods for handling employee performance deficiencies;
5) Working with management, individuals and informal groups in matters such as supervisor-employee relations; employee conduct and performance; employee rights, grievances, and appeals; and employee communications and services; and
6) Participating in meetings and panel discussions concerning difficult, controversial human resources related issues.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
