You will serve as a LEAD HUMAN RESOURCES SPECILAIST in the DEPT OF NAVY COMMANDER FLEET READINESS CENTERS COMMAND OPERATIONS GROUP of COMFLTREADCEN.

Duties

You will serve as an advisor to COMFRC on human resources programs and initiatives and on all major issues, problems, and concerns involving recruitment and placement. You will represent the Division and process action teams to study, research, and analyze the effects of current and/or proposed policies, processes, procedures against compensation program effectiveness, efficiency, quality, and productivity. You will be the principle classifier and advise management concerning the ramifications of classification actions on management problems. You will advise on the establishment of positions, review organizational breakdown structures to ensure proper alignment, and classification. You will coordinate and develop correspondence and information papers related to HR policy and publication revision. You will involve on major HR projects and programs in more than one HR Functional areas, such as Classification and HR Policy and Staffing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: specialized experience performing duties such as: Leads the Staffing, Classification, and Policy team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks, and ensuring each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Responsible for providing management recruitment and placement advisory services and support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and extremely complex in nature. Administer the merit promotion and placement program providing a full range of internal and external placement and recruitment responsibilities. Prepare, classify, evaluate, and develop position descriptions and ensures work assignments, such as Classification actions, Consultations on classifications, position management and functional statements, Desk Audits, Consistency Reviews, reports, etc. are executed in a timely manner Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Oversees all aspects of the human resources policy management process and analyzes proposed policies, directives, and regulations. Provides expertise on implementing and administering compensation programs.
