You will serve as a SUPERVISORY HUMAN RESOURCE SPECIALIST in the NAWCAD, Human Capital Management Group, Professional Recruitment Office of NAVAIRWARCENAC DIV.

Duties

You will manage and continually mature through assessment, the professional recruiting program for NAWCAD PAX ensuring alignment with the NAVAIR centralized recruitment model. You will design and implement proactive sourcing strategies to deliver available, diverse, and qualified candidates. You will proactively drive the hiring process and provide regular feedback on the status of recruiting activity and any challenges faced. You will partner with stakeholders, internal and external, to identify openings, meet metrics goals and drive process improvements to achieve overall command objectives. You will create compelling candidate sourcing material, to include social media campaigns designed to attract desired candidate pool. You will communicate the availability of skill sets to stakeholders and make recommendations on staffing plans to successfully fill staffing needs for program success. You will ensure applicant tracking compliance and required forms uploaded into applicant tracking system(s).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 pay band or GS-09-12 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Applying Human Resources principles, concepts, and practices to provide in-depth guidance and advice to management on classification, staffing, recruitment, benefits, workforce shaping, employee and labor relations, compensation and performance management; (2) Utilizing Human Resources Management laws and policies to solve complex Human Resources problems/issues and make recommendations; (3) Performing advanced technical work in various functional areas of Human Resources such as staffing, classification, recruitment, human resources processing and employee relations and development, benefits, compensation, workforce shaping and performance management; (4) Coordinating and/or assigning work assignments to staff members/team members, based on organizational priorities and capabilities of team members; and (5) Functioning as a human resources liaison with internal and external contacts to ensure that program needs are achieved.
