You will serve as a Joint Doctrine Program Analyst for the NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will review, analyze, and evaluate doctrinal and other publications for accuracy, relevancy and consistency. You will be responsible for establishing scope, objectives, approach, and outline of JPs assigned to the Navy for development, change or revision. You will establish and maintain revision schedules and maintain standards for research, analysis, clarity of expression, and preparation of subject publications. You will coordinate the review of doctrine throughout the command. You will analyze and evaluate joint and Allied joint doctrine project proposals submitted by other services, the Combatant Commands, the Joint Staff and NATO Nations. You will ensure projects are appropriately scoped and are consistent with policy, authoritative guidance, and existing joint doctrine. You will negotiate compromise positions with other joint doctrine development community members and initiates and establishes options and recommendations. You will research and analyze policies, strategies, lessons learned, studies and reports. You will review, analyze and comment upon draft Navy and Joint Concepts, CONOPS and documents as directed highlighting differences with approved doctrine or other Concepts and CONOPS. You will recommend substantive change as required to instructions and publications that describe doctrine development and revision processes (CJCSI 5120.02 (Series) NTRP 1-01, AAP-47, etc.).

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and thorough knowledge of Navy doctrine. You will be defending Navy equities in joint publications, the candidate must know Navy doctrine. Experience and knowledge of joint doctrine. You will be working in joint doctrine, knowledge of joint publications is essential. Experience negotiating, initiating and establishing options and recommendations. Experience with reviewing, analyzing, and evaluating doctrinal and other publications for accuracy, relevancy and consistency.
