You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Acquisition and Financial Division (Code 10B1) within the Corporate Operations Department (Code 10) and is for the position of a Contracting Officer Representative (COR) of CARDEROCK DIV NS.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. NT-5 salary range: $99,200 to $153,354. The salary range is capped at the GS-13 Step 10 $153,354.
Duties
You will serve as a Contracting Officer Representative (COR) responsible for contract administration, policy compliance, oversight and execution of contractual technical tasking.
You will coordinate, communicate, integrate, and is accountable for the overall success of the program by ensuring alignment with critical agency priorities and policies.
You will manage the review and approval of tasking to contractors working with program managers to manage and participate in contractor’s performance reviews.
You will be responsible for product and service selections, prioritizing, evaluating and monitoring, cost schedule management, risk management, quality management and resource allocations.
You will be responsible for ensuring the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management and capital IT investment plans.
You will prepare statements of work, acquisition plans, acquisition strategies, requests for proposals, contract data requirement lists, justifications/approvals, and procurement requests.
You will be responsible for providing project tracking and monitoring for technical projects.
You will be responsible as a Contracting Officer Representative to perform contract surveillance and contractor performance assessments.
You will be required to work directly with government, academia and industry to understand contract requirements and potential issues.
You will require experience managing Navy contracts and systems- Wide Area Workflow (WAWF), Contractor Performance Assessments Reports (CPARS), Enterprise Resource Program (ERP), and Procurement Integrated Enterprise Environment (PIEE) tools.
You will require advanced knowledge of contract types, terms and conditions, compliance policy, oversight, and execution of contracts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing programs or executing contractual technical or financial tasking to prepare various reports (e.g. acquisition plans, statements of work, proposal requests, contract modifications or technical instructions), or monitor technical projects status for overall program success and alignment with critical agency priorities and policies.
