You will serve as a Technical Project Manager (Administrative/Technical) in the Facilities Branch; Infrastructure Division; Corporate Operations Department of CARDEROCK DIV NS. You will serve as Special Projects Program Manager.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
Duties
You will serve as the lead for the alignment and integration of management processes for Facilities Engineering Special Projects at NSWCCD West Bethesda and detachment sites.
You will be responsible for establishing programmatic controls for the execution of a select set of infrastructure improvement projects that are of the highest profile/highest mission impact to the Command.
You will manage a program portfolio that will constitute several million dollars annually in facility investment.
You will establish policies, goals, and standards of performance, and oversight of unique programs and individual projects that require funding from multiple unique funding sources.
You will enable timely delivery of critical Research, Development, Test and Evaluation (RDT and E) capabilities to the greater benefit of the Navy.
You will lead the integration, coordination needs, and metrics generation for future deliverables from experts in facility engineering disciplines, security, IT/Communications, and integrated furniture system logistics.
You will align functions for activities associated with unique budgeting, requirements generation, planning, funds monitoring and reporting, design engineering, construction, follow-on outfitting, and facility turnover.
You will establish procedures to manage critical timelines and funding associated with major construction and repair activities from project inception through facility turnover.
You will develop new programmatic and project related process and progress status reports, coordinate closely with various levels of leadership from multiple Divisions as well as Execution Agents.
You will provide presentations and briefings to senior leadership, including the NSWC Carderock Division Commanding Officer as well as the Technical Director (SES).

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 801, level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector managing or analyzing facilities infrastructure construction, repair, or improvement projects to ensure they meet cost, schedule, or performance requirements.
