About the Position: Serves as a Management Analyst performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Lyster Army Medical Center, Fort Novosel, AL. This is a Direct Hire Solicitation

Duties

Utilize automated systems to produce various personnel reports, conduct timekeeping, and produce various documents, charts, and spreadsheets Develop and control various administrative directives involving personnel actions. Work closely with managers and supervisors to provide technical assistance and support in developing new positions. Work in the areas of manpower and force management, documenting manpower requirements and authorizations as directed by the Medical Command. Facilitate agreement development and reviews, providing guidance and templates pertinent to development of the agreements.

Requirements

• Position requires completion of Financial Management Certification Level 2.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Tier 3 Position (Secret): Position requires the incumbent to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• A one-year probationary period is required if the selectee has not previously met this requirement.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.

Specialized Experience: One year of specialized experience which includes performing data maintenance in an automated system to produce personnel reports ; managing manpower requirements; and analyzing data to make manpower recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
