Duties
Ensuring receipt of program and budget guidance from external authorities, assisting with the preparation of DLA enterprise budget guidance, and coordinating budget requirements across the enterprise.
Presenting the enterprise's budget guidance to subordinate organizations.
Monitoring, analyzing, and articulating the actual performance relative to the budgeted financial goals and objectives.
Summarizing and analyzing the financial data from the proprietary and budgetary accounts that satisfy internal management and external mandatory and legislative requirements.
Analyzing the top-down budget guidance presented to subordinate organizations.
Coordinating the development of budgets by the appropriate Headquarters organizations.
Ensuring that the consolidated budget supports DLA’s strategic goals and overall vision for both the long and short term.

- This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
Qualifications
To qualify for a Financial Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Coordinating technical and complex administrative and financial management studies, analysis, and research to develop suggested improvements.
Utilizing accounting and fund control systems to analyze the financial posture of the organization.
Performing studies and analyses of an integrated financial management system.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
