You will serve as the Business Operations Manager in the Subsea & Seabed Warfare and Maritime Operations Department; Business and Financial Office of NAVSURFWARFCTR PANAMA CITY DIVISION.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will formulate and develop department resource requirements and utilization, including position management, space management, facilities, and department business operations.
You will interpret broad policy guidance and develop standard operating procedures and processes for department implementation that are in compliance with existing policies and regulations.
You will respond to data calls for the department and the command.
You will apply sound judgment in addressing and resolving complex cross-departmental issues.
You will communicate both orally and in writing, interacting effectively with individuals and working groups.
You will influence managers or other personnel to accept and implement findings and recommendations involving department business operations.
You will evaluate and recommend improvements to the effectiveness and efficiency of departmental short-end and long-range goals and objectives.
You will use analysis and problem-solving techniques to perform administrative/technical work in an extremely time-sensitive and multi-tasked environment.
You will perform complex data analysis for department data calls, including analysis of telework agreements for compliance.
You will apply sound administrative principles and the understanding of business tools, ongoing business operation initiatives, and the business needs of the organization.
You will support the department by reviewing property passes submissions, monitoring award submissions, and reviewing and approving SPRNs as appropriate.
You will oversee the department training program.
You will oversee the department conference requests.
You will support the department as required on corporate boards including Facilities, Logistics, and Equipment Board (FLERB), Training Review Board (TRB), Information Technology Board (ITB) and other established and as applicable.
You will support the department hiring program by being aware of, and tracking, all hire actions/plans, and if necessary, assisting in developing and reviewing the packages for administrative accuracy.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical techniques to evaluate and recommend improvements for increased efficiency and effectiveness of program or business operations.
