You will serve as a Management and Program Analyst in the Naval Special Warfare Group one of COMMODORE SPECIAL WARFARE GRP ONE.

Duties

You will be responsible to the Commander for ensuring manpower management, personnel and pay programs, and administrative functions are executed per the policies, plans, and intentions of the Commander and higher authority. You will research manpower authorization changes and finalized manpower studies to match and implement the position requirement to a properly defined billet. You will analyze and extract information from audits, assessments, and internal reviews to ensure command is in compliance with requirements from higher headquarters and Navy commands. You will act as fund approver for all discretionary Reserve funds.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • A TOP SECRET level security clearance with Sensitive Compartmented Information (SCI) access is required. Failure to obtain or maintain the required level of clearance may result in removal.
  • Incumbent must also maintain access to classified information and maintain access to controlled security areas
  • This position is a testing designated position within the Department of the Navy’s drug testing program. Therefore, the incumbent is subject to an initial drug test prior to employment and will be subject to random, periodic testing thereafter.
  • Incumbent is subject to random counterintelligence scope polygraph examinations.
  • Incumbent may be required to perform temporary duty travel, no more than 10% annually. Travel should be planned and of a finite duration, but short notice travel is a possibility.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Knowledge of U.S. Navy specifications and regulations pertaining to domestic travel is required. Travel will be performed in accordance with command policies and Joint Travel Regulations (JTR).
  • This position is telework eligible.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with matters pertaining to manpower, manning management, personnel programs, and administrative assistance.
