You will serve as an ASSISTANT FOREIGN DISCLOSURE OFFICER in the INFORMATION WARFARE DIVISION of DIR, MARITIME OPERATIONS CTR, USFFC.
Duties
You will adjudicate and track all official visits of foreign personnel to most US Navy facilities in the eastern United States that involve discussions of Classified Military Information (CMI) or Controlled Unclassified Information (CUI).
You will serve as the Foreign Visits Manager (FVM) and manage all official Foreign Visit Requests (FVR) assigned to the U.S. Fleet Forces Command (USFFC) and subordinate commands as the Office of Primary Responsibilities (OPR).
You will work with foreign embassies and consulates, foreign diplomatic and military personnel, senior US Navy officials, and staff elements across USFFC, to include Protocol, the Commander’s Action Group (CAG), and International Engagements (N5).
You will develop and refine policies and procedures, to coordinate with a variety of outside organizations when needed.
You will determine the propriety of the disclosure of information to foreign governments in response to requests received, and advise command leadership on the validity of requests, documents, pictures, equipment and data proposed for release.
You will recommend, interpret, and apply Department of Defense (DoD), Department of the Navy (DoN), and USFFC policies, and international cooperative programs.
You will initiate action and receive requests from various divisions, and review materials to determine if all disclosure criteria have been met.
You will compile reports, analyze and conduct detailed reviews of documents at the highest level.
You will provide guidance on US CMI and CUI disclosure and release to foreign recipients, ensuring consistency with the command's Delegation of Disclosure Letter (DDL), the National Disclosure Policy Manual (NDP-1), and other policy directives.
You will assist the Command Foreign Disclosure Officer (FDO) with developing and executing training evolutions for the command's dispersed Foreign Disclosure Representatives (FDR).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
To qualify for the ASSISTANT FOREIGN DISCLOSURE OFFICER, GS-0301-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with National Disclosure Policy (NDP), DoD, DoN, and command policies, regulations, and procedures that govern disclosure of classified information to foreign entities.
Experience with a wide range of multi-discipline intelligence, and security concepts and procedures to resolve problems that relate to disclosing technical information.
Experience applying evaluative methods and techniques regarding the efficiency and effectiveness of the foreign disclosure responsibilities assigned to USFFC managers and staff personnel.
Experience with the structure of government, national policies, objectives, and actions of allied and friendly countries as it relates to United States security interests.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related
