You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the NSWC Corona LVC Training Operations Branch of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will serve as the Navy's lead for Fleet training exercises, providing operational level of war (OLW) exercise design, simulation and command, control, communications, computers, and intelligence (C4I) architecture. You will provide scenario development and exercise control subject matter expertise across the Joint Exercise Lifecycle to include designated planning conferences, engineering functional and operational tests, dress rehearsals and event execution. You will serve as the core exercise leadership resource for ten Fleet staffs, providing direct support to each staff with the planning and execution of OLW certification and training requirements You will serve as the Navy's operational level to tactical level (OL-TL) SME, supporting Navy OL-TL training solutions and tailored Live, Virtual, Constructive (LVC) solutions. You will serve as the liaison to the Joint Staff / J7 Suffolk training enterprise, ensuring Navy simulation and exercise scenario requirements are integrated and appropriately prioritized into the Joint exercise environment. You will serve as the contract technical point of contact providing management and contractor oversight. You will regularly brief Fleet commanders (3/4 star) on capabilities and exercise status in coordination with US Fleet Forces Navy MOC Training Team (MOC-TT) and US Fleet Forces N7 leadership. You will plan and direct support of six Maritime Operations Center (MOC) certification/major training exercises per fiscal year, Large Scale Exercises (every 2 years) and Navy-only certification events as required. You will coordinate the priorities and operations of the Maritime Operations Center Exercise Support Team (MOC-EST) with OLW training stakeholders to include US Fleet Forces N7 and Fleet exercise operations and training staffs. You will work with the applicable MOC-TT Fleet Lead and Fleet exercise staff to develop tailored MOC training objectives, develop and prioritize Fleet exercise requirements, and develop MOC-EST modeling and simulation and exercise execution plans. You will coordinate Navy exercise requirements with Joint Staff / J7 exercise leads, Joint service exercise leads, and CCDR exercise teams. You will develop modeling and simulation toolkit options to support FST-O exercise design planning and execution. You will coordinate Fleet Synthetic Training-Operational modeling and simulation and C4I requirements, NTB software development and distributed training requirements to ensure NCTE support for MOC-EST events. You will provide government oversight to the execution of NCTE technical support to MOC-EST supported events by coordinating with the MOC-EST and the NCTE program management office in the execution of NCTE technical services. You will provide government oversight to the execution of MOC-EST operations in support of OLW training and certification events, coordinating directly with MOC-EST director and FST-O directors to ensure operational alignment. You will coordinate Fleet OL-TL Live, Virtual, Constructive (LVC) exercise design and technical integration requirements with the NCTE program management office and within NSWC Corona RS department. You will interface with CCDR and component simulation and training centers to integrate FST-O technical MOC-EST capabilities into exercise environments. You will serve as Technical Point of Contact and provides contractor performance feedback.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading fleet training exercises to design war scenarios, manage systems, coordinate logistics, oversee contractor management and maintain certifications for the operational readiness of an exercise program.
