You will serve as a Fleet USW Readiness Assessment Officer in the Integrated ASW Training & Assessment, Strike Group Training & Assessment (N7) Department of UNDERSEA WARFARE DEV CEN DET NORFOLK.
Duties
You will act as lead mentor/assessor during Integrated USW training and assessments.
You will develop, coordinate and execute at sea USW operations relating to state of the art training readiness and requirements activities to ensure readiness of fleet forces.
You will serve as a Strike Group training and assessment led for all CONUS based and Forward Deployed Forces.
You will mentor, train, and assess Strike Group Undersea Warfare operations at the Strike Group Commander and Sea Combat Commander level.
You will lead an at-sea team composed of approximately 50 military and civilian personnel.
You will direct the preparation, compilation, review, analysis, and submission of all program data required for program assessment.
You will identify needed changes in organizational emphasis during any phase and either initiates or approves changes recommended by technical functions to maintain approved schedules and costs.
You will assign work to staff based on priorities, difficulty or assignments, and capabilities of employees.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Subject matter expertise of the Navy requirements determination process to identify and recommend emergent relevant concepts of operation and/or technologies that may result in improvements to Navy and UWDC's USW mission;
(2) Expert level of knowledge of both command-level and advanced watch officer requirements in Strike Group Naval Operations and Fleet Training/Certification Programs gained by experience from serving as a Post Command Commander (PCC);
(3) Experience and demonstrated expert in translating complex concepts and ideas into formats and context easily understood by personnel not familiar with the Undersea Warfare mission of UWDC;
(4)Experience planning, organizing and directing team study work and negotiate effectively with senior levels internal and external to the Command to accept and implement recommendations, where proposals involve substantial agency resources or require changes in established practices and procedures;
(5) Experience independently planning, designing and carrying out projects and studies to improve UWDC's capability and/or capacity to support Navy USW mission execution requirements;
(6) Demonstrated experience at the senior leadership/command level (GS-14/15 or O-5/O-6 or above) with large organizations is highly desirable to develop and execute a coordinated tactical development program with all stakeholders to further develop and validate undersea warfare tactical procedures, and identify undersea tactical systems capability gaps;
(7) Significant experience with Strike Group integrated ASW on a Navy Numbered Fleet or Task Force staff to establish learning objectives and training standards for the development and execution of strike group integrated ASW. Significant USW experience with requisite professional knowledge and currency to understand USW operations from tactical to strategic levels is highly desired;
(8) Mastery knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of plans and procedures related to war-fighting readiness, mobilization, deployment, and similar operations;
(9)Expert knowledge of USW Navy program goals and objectives, the sequence and timing of key operational events and milestones and methods or evaluating the effectiveness or planning actions as related to actual events; and skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and severe operational and contingency areas; to resolve gaps and produce technically authoritative solutions in capacity and capabilities;
(10) Demonstrated knowledge of strategic planning theories, concepts, systems, and national security decision-making process; to independently plan, design and carry out projects and studies to improve support for the Navy's ability to conduct USW operations;
(11) Expert knowledge of Navy, Department of Defense (DOD) and Joint Doctrine development, organizational design; training leader and material development; to ensure Navy war-fighters can provide the necessary effects, both in and from the undersea domain;
(12) Demonstrated expertise of USW platforms, their capabilities and employment, weaponry, tactics, tactical intelligence needs and resources, and environmental data requirements; for the ability to officer expert advice and analysis and the serve as the Commander's direct representative in senior forums;
(13) Exceptional writing skills to develop executive level correspondence at the Flag/SES level;
(14) Knowledge and proficiency in the use of Microsoft applications (e.g., Word, Excel, Project, Access and Power Point) to develop correspondence, documents and presentations to articulate the Commander's intent and position across all areas of Command responsibility.
