This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Budget Analyst in the US Army MEDCOM/OTSG Troop Command One-Staff. Performs a variety of budgetary and administrative functions in implementing and administering the assigned budget in compliance with governing rules, policies and procedures.
Duties
Perform a wide range of analytical and administrative duties in the formulation, presentation, and execution of the annual budget.
Research, compile, summarize and estimate personnel salaries, equipment costs, training and travel expenses, contractual support, and other costs as applicable to the command.
Utilize web based and legacy software as appropriate, ensures all transactions are promptly processed as required for the command.
Serve as liaison between the MEDCOM G8, Contracting, and/or One Staff for all actions connected with budget processing, accounting, payroll, and procurement processes.
Provide expert advice on all phases of appropriated funds programming and budgeting to Directorate.
Compile statistical data and rate of expenditures for budgeted funds through continuing dialogue with both managers and the Budget Officer.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Business Travel/Temporary Duty Travel of approximately 10% per calendar year.

Specialized Experience: One year of specialized experience which includes developing budgets using analytical reasoning; implementing budgetary/program policies to ensure compliance to standards; recommending solutions to budgetary problems; determining if budget requests are proper; and formulating reports using accounting software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
