The position is located in the Mission Integration Directorate, Financial Management Division (FMD). The FMD manages and oversees PFPA's civilian pay staff, Customer Service Representatives and management policy, procedures, and processes civilian pay

Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of 5 U.S.C, as amended by P.L. 116-92, SEC 1109 and further amended by P.L. 116-283, SEC 1117. Incumbent typical work assignments vary according to the grade level and may include duties such as the following, depending upon the sub-organization: Plan, analyze, justify and present, execute, and review Pentagon Force Protection Agency (PFPA) Revolving Fund budget and programs. Review, analyze, and interpret legislation, appropriation language and Office of the Secretary of Defense / Office of Management and Budget (OSD/OMB) directives pertaining to PFPA. Serves as the senior Budget Analyst for Budget Formulation along with other team members comprised of government and contractor budget analysts. Assist the Financial Management Officer regarding work to be accomplished by the Budget Formulation team members, setting and adjusting short-term priorities and preparing schedules for completion of work. Provides advice to the Financial Management Officer on assigning work based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Reviews work products of Budget Analysts. Provides expert advice and guidance on the interpretation of all aspects of Congressional legislation, regulatory directives, and procedural requirements regarding justification of PFPA programs. Reviews, studies, and interprets assigned Congressional legislation and interprets and presents findings to all stakeholders. Prepares narrative and other statistical justification for the President's budget requests; prepares testimony and/or supporting data for PFPA officials scheduled to appear before Congressional appropriations committees; responds to Congressional budgetary questions; and realigns funding to conform to Congressional directives. Reviews, interprets and provides guidance on all Higher HQ directives and policies. Provide decision support and analysis to support the budget. Formulate, integrate, and review budget documentation. Prepares, integrates, and reviews impact statements, white papers, etc. Supports the development and submission of the POM in order to ensure linkage with the budget. Interprets and assess impact of new and/or revised Congressional legislation on the formulation of all future oriented budgets for various components. Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives. Prioritize and distribute funding within controls. Develop spend plan & phasing plan. Reviews, interprets, and provide advice on the use of funds for program and administrative purposes (to include Purpose, Time, and Amount) (Bona Fide Need Rule), process that ensures that affordability analyses and programming support are considered during both the process and in development of the program and budget. Provide decision support and analysis to support the budget. Develops, recommends, and implements budgetary and financial policies and procedures. Analyzes and promulgates applicable fiscal law policy and procedures. Inputs and extracts data from FM systems to perform budget functions.

  • The incumbent must be able to obtain and maintain a Top Secret security clearance. A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.
  • This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. QUALIFICATIONS: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) applying knowledge of the Department's Planning, Programming, Budgeting and Execution; the Office of Management and Budget; and Congressional Budget processes; 2) experience providing technical guidance to management or higher level officials on budgetary/financial management laws, policies, procedures, regulations, and directives; 3) projecting/analyzing the potential effects of financial/budgetary actions on the viability of major programs/operations, and recommending approval/disapproval of budget request/justifications; 4) applying knowledge of the federal budget process in order to prepare the POM, Future Years Plan, and respond to financial data calls. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
