About the Position: This position supports the mission of the Financial Operations Directorate (J8/DAD-FO) Budget &Resource Management Division, Program, Budget and Execution (PB&E) Branch and is located in Falls Church, VA.
Salary negotiation may be available for those candidates who are new to Federal service.

Duties
Perform assigned duties required to develop the tens of billion dollar Unified Medical Program for the Program Objective Memorandum (POM).
Educate and coordinate with the MHS components on the data elements required to be reported, and analyzes the components’ submissions for accuracy and
completeness.
Research, analyze and prepare assigned resource exhibits required to formulate the annual Defense Health Program (DHP) $30 billion President’s Budget.
Monitor the budget execution for the DHP Appropriations, Operation and Maintenance, Procurement, and Research, Development, Test and Evaluation, for the individual MHS components.
Brief supervisor on budget execution status and recommends solutions to budget execution issues.
Conduct in-depth financial studies on the resource requirements for a broad range of DHP issues and programs.
Control, account and distribute to MHS components the DHP funds allotted by OUSD(C).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.
- DoD Financial Management Certification Level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.

Specialized Experience: One year of specialized experience which includes 1) assist with the development of the Program Objective Memorandum (POM), 2) providing budget administration guidance to senior level management, 3) assist in analyzing data submitted in automated government financial or medical programming systems, such as MP2BET, MPPT, OneNumber, or DBET, AND 4) participate in monitoring budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
