Duties
Develop recommended reprogramming of funds to ensure that balance is maintained.
Recommend transfer of funds, as appropriate, to cover increased obligations or reduced expenditures
Develop projections, based on projected workload or historical data.
Compile and balance budget data for submission.
Develop and/or utilize automated spreadsheet and database applications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the Financial Management Level 2 certification program.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- A Personnel Security Investigation is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-11: One year of specialized experience which includes formulating budgets to adequately fund organizational programs; monitoring expenditures to ensure cost-effective support of programs; and preparing budget reports to identify discrepancies and/or funding shortages. The definition of specialized experience is typically of work performed at the next lowest level/grade position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Be familiar/understand with Program, Planning, Budget, and Execution Guidance.
Be familiar with Department of Defense cost accounting models and validates their accuracy and appropriateness.
Be familiar with or experience in General Fund Enterprise Business Systems (GFEBS).
Be familiar/ understand Knowledge of Appropriation Law
