You will serve as Supervisory Marketing Business Manager in the Program Planning and Review Division, Business and Strategic Planning Office, Portsmouth Naval Shipyard, Kittery, Maine.
Duties
You will develop the Portsmouth Naval Shipyard strategy that ensures workload and workforce are stable and balanced and the infrastructure is in place to ensure the most cost-efficient operating environment.
You will direct the Shipyard's Technology Transfer Program to enhance current Shipyard operations through discussions with members of the private sector and academic community who are engaged in emerging technology.
You will review long-range workload projections through the next 10-15 years and make recommendations for the best course of action to support the projected work in terms of capital investments and human resource planning.
You will oversee the Shipyard programming proposal for Program Objective Memorandum (POM), budget proposal for DON, and Execution Plan for Execution Year.
You will provide technical guidance, personnel, performance and position management; identify training needs; interview/select candidates for vacancies; recommend promotions and awards; resolve disciplinary issues and administer EEO policies.

Qualifications
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following:
Mastery level experience with the laws, regulations, and policies that affect the business environment of the Shipyard including POM programming, DON budgeting, finance, mission funding, and resource balancing.
Experience providing leadership and management to coordinate activities involving diverse aspects of a shipyard's operation.
Experience with overall shipyard operations to include waterfront, technical support, and general administration functions and processes.
Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
