Duties

You will serve as a LIAISON SPECIALIST (COMMAND LIAISON) in the Office of the Commander of SUBMEPP ACTIVITY. You will serve as executive and confidential liaise to the Commanding Officer, as well as provide services to other executives in the SUBMEPP Front Office to facilitate cohesive operations throughout subordinate departments and divisions. You will foster favorable impressions of the Command, Command group, and Command activities during high-level military and civilian, foreign, and domestic visits/functions utilizing proper naval military decorum and etiquette. You will ensure proper protocol is exercised at all on-site and off-site engagements and special events, to include military ceremonies, senior leader forums, symposiums, summits, and conferences. You will be responsible for the analysis and application of records and information management (RIM) regulations for Submarine Maintenance Engineering Planning and Procurement’s (SUBMEPP) filing, mail, and printing efforts. You will independently develop comprehensive plans for various administrative tasks in compliance with Department of Defense (DoD), Navy, and Naval Sea Systems Command (NAVSEA) regulations and policies. You will review and process the Commander’s incoming confidential/classified correspondence, emails, and electronic transmissions and use judgement to assign technical correspondence to the correct subordinate office for staff action. You will recommend changes in administrative policies, procedures, and office practices affecting departments within the SUBMEPP organization. You will provide guidance and assistance to all levels of management and administrative personnel in setting up, maintaining, controlling, and properly disposing of government files. You will provide oversight for how SUBMEPP will use NAVSEA’s mail program to properly receive, process, dispatch, and deliver incoming and outgoing official mail and distributions. You will identify, analyze, and provide oversight on confidential, sensitive, and classified administrative issues of critical concern to the Command. You will apply tact and diplomacy in executing protocol requirements, military decorum, and etiquette. You will provide effective methods of operation to reduce administrative inefficiencies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate 3 years of progressively responsible general experience, 1 year of which is performed at or equivalent to the NH-01 broadband (GS-04 equivalency) in the Federal service or equivalent experience in the private or public sector. The general experience must demonstrate the ability to: (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Education

In lieu of the required general experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a four-year course of study leading to a bachelor's degree;

OR

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
