Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Lead Realty Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California

Duties

Supports project managers with policy, directives and standard requirements of federal land acquisition, disposal as well as title transfer processes Participates in the preparation and review of required realty planning, environmental and realty documents and tracks the progress to meet the schedule deadlines. Coordinates with other offices to resolve potential realty policy concerns, oversees land acquisition processes and review of materials and prepares and delivers briefings for projects. Develops and implements short-range plans for the Realty Team in the areas of title, rights acquired, and ongoing work needs to ensure the Regional Realty work requirements are being met. Encourages cooperation, independence, and synergistic problem solving. Coordinates with other teams, supervisors, and managers, as needed. Resolves controversy related to the technical work with other Reclamation organizational units, outside agencies, or team leaders.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience understanding and applying federal lands and realty legal authorities including regulations, manuals, legal opinions, and decisions; -and/or- Working with lands and realty programs in completing land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way; -and- Organizing or contributing to policy and realty related training; and/or experience working on realty related issues and policies. Note: One year of experience is measured as one year of full time work. Full time work is considered between 35-40 hours of work per week. Part-time work is prorated in crediting experience. For example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience. Applicants wishing to receive credit for such experience must indicate clearly the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/18/2024.
