This position is located with the Bureau of Indian Affairs, Pacific Region, Real Estate Services in Sacramento, California.
Travel and Relocation Expenses will not be authorized. Any relocation expenses associated with reporting for duty will be the responsibility of the selected employee.
Duties
Assist with planning, developing, and implementing the trust real estate services program.
Ensures efficient and timely processing of applications for patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface, and subsurface leasing and permitting. Provides technical assistance in all areas of real estate management and decision-making activities.
Performs audits of real estate management practices, real estate transactions, and legal instruments preparation to assure conformance with legal, statutory, regulatory, and policy requirements.
Serves as the Region's advisor in the field of Indian trust real estate management. Assists the Realty Officer in implementation of operational policies, techniques, and procedures to assure the correlation of activities with other Bureau programs.
Accomplishes management of objectives and economic development and the application of sound technical judgment, procedural adequacy, and the completeness of real estate transactions.
Assist in the supervision of the work of the Regional Realty staff.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
GS-13: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). This experience must include work involving oversight over realty for a unit planning work, planning work to be accomplished; meeting deadlines; and reviewing work to verify completeness, correctness, consistency, compliance, or authenticity. Provide technical assistance in the acquisition of real property; management of real property in the administration of disposal of real property requiring a knowledge of real estate laws, principles, practices, and markets; and providing technical assistance to optimizes the use of trust real property resources and assure legal and procedural compliance. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
