The primary purpose of this position to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to NORAD and USNORTHCOM, Logistics and Engineering Directorate (J4), International Engagement and Acquisition Division (J49).

Duties

Plans, organizes, and directs the activities of the International Engagement and Acquisition Division, ensuring that contracting/acquisition activities and services comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the International Engagement and Acquisition Division with a variety of partner nation and functional area organizations. Serves as subject matter expert (SME) on Military-to-Military Logistics Plans and Programs. Provides central command-level guidance and national and international advocacy to N&NC/J49 in the Military-to-Military Logistics plan and implementation of the Security Cooperation Military-Military (mil-mil) Logistics Program. Oversees the acquisition of contracting policies and procedures in support of Combatant Command (CCMD) operations. Conditions of Employment:Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This is a Key Security Cooperation (SC), Expert Proficiency Level position. Key SC positions are those SCW billets/positions with duties and responsibilities that require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs or activities. In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DOD SCW certification requirements applicable to the duties of this position. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing: At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better and 80 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DOD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. (1) Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months IAW 10 USC 1733 and 1737 or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade. (2) Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. (3) Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver). (4) This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months. Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE Fm 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation. Qualifications

(cond't) Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DOD, interagency and homeland security doctrine and strategy, and deliberate planning processes, key documents and current planning efforts for homeland defense, civil support, and security cooperation mission execution. Knowledge of safety and security regulations, practices, and procedures. Knowledge of roles, missions, and organization responsibilities of the U.S. Military Services, Combatant Commands Defense Security Cooperation Agency, Non-Governmental agencies, and federal/state/local agencies to Partner Nation's. Knowledge of DOD Defense Security Cooperation Agency (DSCA), Foreign Humanitarian Assistance (FHA) and Building Partner Capacity (BPC) programs, guidelines, precedents, instructions, and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, interagency and homeland security doctrine and strategy, and deliberate planning processes, key documents and current planning efforts for homeland defense, civil support, and security cooperation mission execution. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of roles, missions, and organization responsibilities of the U.S. Military Services, Combatant Commands Defense Security Cooperation Agency, Non-Governmental agencies, and federal/state/local agencies to Partner Nation's. Knowledge of DOD Defense Security Cooperation Agency (DSCA), Foreign Humanitarian Assistance (FHA) and Building Partner Capacity (BPC) programs, guidelines, precedents, instructions, and regulations. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Skill in planning, coordinating, and organizational skills sufficient to plan, organize and direct long-term program efforts affecting large segments of industry, and the ability to establish effective working relationships with all internal and external customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
