The primary purpose of this position is to serve as the Joint Operations Center (JOC) Sustainment Desk Officer (SDO) responsible for synchronizing core sustainment, logistics, and cross-functional functions of deployment and distribution. Duties

Serves as the Joint Operations Center (JOC) Sustainment Desk Officer (SDO). Serves as the command Subject Matter Expert (SME) and focal point for global logistics matters. Serves as the logistics consultant for development of command plans, orders, and current operations in support of Aerospace Warning, Aerospace Control, Maritime Warning, Homeland Defense, Defense Support of Civil Authorities, and Security Cooperation missions. Serves as a JLOC Logistics Coordinator. Performs assigned joint and binational sustainment duties, under the direction of the JLOC Chief of Operations, to supplement and enhance JOC SDO duties. Develops, oversees, and maintains the NORAD and USNORTHCOM (N&NC) Sustainment Desk Officer (SDO) Training Program.

Qualifications

Continued Conditions of Employment This is a KEY position In Accordance With (IAW) 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW Department of Defense Instruction (DoDI) 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes master knowledge of Joint logistics doctrine, Federal Logistics doctrine, regulations and National Laws to influence Department of Defense (DOD) logistics support operations and planning within the Homeland. Substantial knowledge of federal and DoD authorities, policies, directives, instructions and laws that enable or constrain sustainment of DOD Title 10 forces within the Homeland and with North American Aerospace Defense Command (NORAD) or Theater Security Cooperation partner nations for organizing engineering capabilities. Extensive knowledge and mastery of the application of a wide range of qualitative and/or quantitative methods sufficient to apply new analytical developments and/or methodologies to the assessment and improvement of product support strategies and/or the improvement of complex logistics processes. Expert knowledge of national security documents from the National Security Council, Homeland Security Council, and Office of the Secretary of Defense necessary to assess and interpret National Military Strategy and its impacts on strategic logistics planning and operations for NORAD and USNORTHCOM (N&NC) Homeland Defense plans and operations. In-depth knowledge of Global Combatant Commands, military service components, federal, state, and local agencies policies, structures, missions, programs, and their roles and responsibilities in emergency support operations to lead national and regional level logistics planning efforts that may result in changes or adjustments in national level strategy, policy, or resource allocation. Knowledge and skills to identify and integrate requirements from various interagency logistics specialty areas into a cohesive and comprehensive DOD sustainment plan in support of Joint Operations Center (JOC) operations that support DOD and Chairman Joint Chief of Staff (CJCS) objectives; resolve complex joint military and/or national interagency logistics problems; and the synchronization of logistics plans and policies pertinent to both Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint logistics doctrine, Federal Logistics doctrine, regulations and National Laws that impact or influence Department of Defense (DOD) logistics support operations and planning within the Homeland. Knowledge of Department of Defense, Services, Joint, Federal Emergency Management Agency, and other federal emergency organizations' policies, publications, procedures, structures, sustainment principles, concepts, and regulations. Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of logistics support strategy or of complex sustainment processes and systems; including knowledge of a wide range of administrative laws, policies, regulations, and precedents applicable to life cycle logistics. Knowledge of logistics management operations involving planning, coordinating, and evaluating contingency support, logistics readiness, execution, and sustainment. Skill in analyzing, reviewing, evaluating, and presenting data to assess program accomplishments; and provide advice to resolve complex logistics problems. Knowledge of logistics management information systems necessary for effective planning and execution of assigned logistics missions and operations. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
